Job Summary

The employee serves as the Resource Manager for Federal Maritime Commission (FMC or Commission), Office of Budget and Finance. Performs various budget/programming functions involving the formulation, justification, and/or execution of budgets and program issues for the FMC. This position is responsible for interpreting budgetary and information technology plans, program guidance, policies, congressional appropriations language, regulatory impact assessments and continuing resolution issues.

You must meet the following requirements by the closing date of this announcement: Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Reviewing, analyzing, and evaluating fund requirements for operational programs and/or systems; Participating in all budget phases to include formulation, justification, presentation, and execution for an organization; Conducting costs benefit analysis and economic analysis, and independent estimates for new and ongoing projects; Advising and providing guidance to leadership and other personnel on funding, budget requirements, and budgetary processes. The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
