Job Summary
This position is located within the Commander, Navy Installations Command, Facilities and Construction Contracting Branch. The incumbent reports to the Section Manager, Construction Contracting Section in the management of the NAF construction contracting initiative. The incumbent is also responsible for performing pre-award, source-selection, post-award, and contract close-out work in support of the NAFCON Construction Program.

A qualified candidate possesses at least one of the following: A 4-year course of study leading to a bachelor's degree in one of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management. At least 24 semester hours in any combination of the following fields: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management. At least 4 years of qualifying experience and demonstrated job performance in a construction contracting position. An equivalent combination of education and experience. A qualified candidate also possesses the following: Demonstrated expertise in general and/or construction contracting in either APF or NAF procurement environments; knowledge of contract administration policies and practices and demonstrated experience in contract negotiations. Knowledge of the rules and regulations governing APF and/or NAF acquisition. Essential to the incumbent's success in this position is knowledge and understanding of the rules governing appropriated and nonappropriated fund acquisition, including laws, regulations, policies, including precedent setting legal decisions. These include the Federal Acquisition Regulation and a wide variety of both DOD and DON appropriated and nonappropriated fund laws and guidance.
