Job Summary
This position is assigned to the Construction Contracting Section; Nonappropriated Fund (NAF) Facilities and Construction Contracting Branch (N944); Fleet and Family Readiness Support Services (FFRSS); Commander, Navy Installations Command (CNIC); Millington, TN. The incumbent reports to the Section Manager, Construction Contracting Section in the manage of the NAF Construction Contracting initiative.
Job Description
Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate possesses at least one of the following: Demonstrated expertise in general and/or construction contracting with appropriated funds (APF) and/or NAF procurement environments. Knowledge of contract administration policies and practices and demonstrated experience in contract negotiations. Knowledge of the rules and regulations governing APF and/or NAF acquisition. Knowledge and understanding of the rules governing appropriated and non-appropriated fund acquisition, including laws, regulations, policies, including precedent setting legal decisions. These include the Federal Acquisition Regulation and a wide variety of both DOD and DON appropriated and NAF laws and guidance. Must have analytical skill sufficient to evaluate, certify and audit contract proposals, awards and disbursements, acquisition reviews, inspections and field assistance visits. Must have excellent oral and written communication skills in order to craft contractually effective documents and agreements; present sensitive recommendations to higher authorities; and obtain concurrence with recommended approaches to managing issues. Must be able to make effective presentations to both senior and subordinate staff levels, and represent FFR on a variety of issues in a variety of forums of a highly technical or general acquisition nature.
