Job Summary
The purpose of this position is to effectively develop, coordinate, manage and publicize an effective sailing program at the Sailing Center on Naval Station Norfolk.
Job Description

Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate must possess: Knowledge of boating/sailing terminology, watercraft operation and maintenance, water and boating safety, handling of boats (launching, mooring, and storage), boating equipment and facilities, and recreational boating activities. Knowledge of military MWR and Non-Appropriated Fund (NAF) procurement, personnel, and funding. Knowledge of NAF budgeting and activity level financial management. Knowledge of asset and inventory management. Skill in promoting, scheduling, and managing recreational boating activities, such as sailing regattas, and other special events. Ability to direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative. Ability to work effectively with subordinates, supervisory and management officials and patrons. Ability to work independently and make sound decisions. Ability to perform minor boat and marina maintenance (e. g., changing batteries, scraping and cleaning boat bottoms, painting, varnishing boats, repairing piers and decking and replacing floats). Ability to tow disabled boats. Ability to operate a personal computer and perform basic word processing and spreadsheet tasks using Microsoft and site-specific software. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing. A minimum of 2 year work related experience. Must be familiar with boating terminology, water and boating safety, handling of boats (launching, mooring, etc.). Must be able to handle large and small sailboats in heavy wind. Must be able to conduct on the water rescues by controlling both the chase boat and the boat being rescued. Ability to communicate in English verbally and written to understand instructions given and provide clear information to boaters. Knowledge of basic arithmetic to compute charges, makes change accurately and prepare reports. Must possess strong leadership and communication skills to effectively instruct groups of people, market the programs, motivate eligible patrons and lead a small staff.
