If more than 5 pages are submitted, only the first 5 pages will be reviewed to determine your eligibility/qualifications Specialized Experience GS-11: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes: 1- Providing human resources (HR) operational support in areas such as Recruitment and Placement, Classification, Employee Relations, Performance Management, HR Development, Employee Benefits, and/or On-boarding for or in support of an international development organization. 2- Supporting the implementation of HR policies that align with organizational standards. 3-Providing operational HR advisory services to resolve complex or sensitive HR issues. OR Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities, to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Qualifying specialized experience includes: 1- Applying complex federal laws, regulations, and policies to provide expert guidance in human resources (HR) functional areas such as Recruitment and Placement, Classification, Employee Relations, Performance Management, HR Development, Employee Benefits, and/or On-boarding. 2- Developing strategic solutions for complex HR organizational issues for or in support of an international development organization. 3- Conducting in-depth analysis on the impact of existing or proposed HR policies, regulations, and/or legislation to provide support in executive-level decision-making. Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. Make sure to document your experience thoroughly in your resume. Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.
