Job Summary
This position is located in the Department of Housing and Urban Development, Office of the Chief Financial Officer. The College Graduates Program affords developmental experiences in the Federal Government intended to promote careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. College graduates are appointed to career or career-conditional permanent positions in the competitive service.
Job Description
You must meet eligibility and qualification requirements no later than 9 months from the date of application. However, the education and qualifications must be completed successfully before an applicant may be appointed. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: Operating, maintaining or monitoring automated accounting systems; AND Interpreting and applying accounting policies and procedures; AND Preparing and analyzing accounting data and communicating to various stakeholders; AND Ensuring compliance with Generally Accepted Accounting Principles (GAAP) and other authoritative sources (such as American Institute of Certified Public Accountants, Federal Accounting Standards Advisory Board, Financial Accounting Standards Board, Government Accountability Office, Governmental Accounting Standards Board, or Office of Management and Budget). OR Education: You may substitute education for general or specialized experience as follows: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: Operating or monitoring an automated accounting system; AND Assisting in preparing reconciliations, reports, or audits; AND Researching and analyzing accounting documents; AND Interpreting and applying accounting policies and procedures. OR Education: You may substitute education for general or specialized experience as follows: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-07 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized Experience for this position includes: Operating an automated accounting system; AND Assisting in preparing accounting reports. OR Education: You may substitute education for general or specialized experience as follows: 1 full year of graduate level education. OR Superior Academic Achievement: Based on a Bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
