Job Description
QUALIFICATIONS: GS-9: To be eligible at the GS-9 level, you must meet at least one year of Specialized Experience, Education, or, a Combination of Education and Experience. GS-9 Specialized Experience: One full year of specialized experience equivalent to the GS-7 level in Federal service. Specialized experience is defined as experience using a basic knowledge of the application of legal actions, performs research, evaluation and analysis of a variety of routine legal topics and points of law. Determining which statutes, regulations, cases, procedures and/or policies need to be researched and assembled, prepares initial summary and makes recommendations as to appropriateness. Research that assists in the development of cases and is predicated on facts derived from a review of case information, requests from attorneys and a review of documentary evidence or facts. Reviews, proofreads and edits legal documents. Verifies citations and statutory references against original sources. Prepares and organizes documentation and evidence for production as discovery and for use in trial. GS-11 Specialized Experience: One full year of specialized experience equivalent to the GS-9 level in Federal service. Specialized experience is defined as experience using an in-depth knowledge of the application of various laws. Court and/or administrative decision and interpretations related to defensive litigation matters, performs substantive research, evaluation and analysis of a variety of specialized legal topics and points of law. Organizes and prepares research material, determines pertinent information, reconciles conflicting facts, identifies and gathers additional information when necessary, weighs diverse and complex facts, makes sound interpretations, prepares initial summary and makes recommendations as to appropriateness of data and compatibility with applicable laws, policies or regulations. Education: For the GS-9: Master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements) in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position, or, 2 academic years of progressively higher-level graduate education in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position. For the GS-11: Ph.D. or equivalent doctoral degree in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualification and perform the duties of the position, or, 3 academic years of progressively higher-level graduate education, in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position. Combining Education and Experience: Combinations of successfully completed graduate education and specialized experience may be used to meet total qualification requirements. To calculate, first identify the percentage of required graduate education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Transcripts Required). In order to qualify based on a combination, graduate education must be in excess of 1 full year. To be qualified, you must type at least 40 words per minute based on a 5 minute sample with three or fewer errors. (A typing test may later be required.) Selective Placement Factor: A selective placement factor is determined to be essential for successful performance in this position. Those candidates who do not meet the following selective placement factor will be rated "not qualified" for the position. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
