Job Summary

As a Contract Specialist, you will lead and coordinate the development of regional procurement processes, policies and training that are vital to the delivery of the regional procurement programs. Location of position: PBS, Climate and Infrastructure Program Management Office The location of this position will be determined upon selection. For a brief video on creating a Federal resume, click here. The GS-14 salary range starts at $122,198 per year and can vary based upon duty location. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience performing complex (high-risk, difficult to define specifications, restricted/limited market competition and spend in a number of categories) contracting assignments in all procurement phases and experience in applying advanced concepts, practices, and methodologies to procure supplies and/or services in support of large, complex commercial new construction or modernization construction projects at prospectus level (projects at $50 Million in value or higher). Experience at this level must also include: Determining the method of procurement and the contract type (such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules); and developing an acquisition plan; Providing advisory and policy recommendations to internal and external stakeholders within border stations, land border crossings, and clean energy programs; Performing all phases of contracting (i.e., planning, procurement, award, administration, close-out) for Architect-Engineer (AE) and Capital Construction projects; Coordinating contract delivery methods (i.e., Construction Manager as Constructor (CMc), Design-Build, and Design-Bid-Build; Performing detailed price and cost analyses of contractor proposals, and making competitive range determinations; and Planning the negotiating strategy, coordinating strategy with the negotiating team, and leading negotiations. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications.
