Job Description
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Traffic Management Series, 2130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. Mastery of a wide range of concepts in transportation, personal property, logistics automaton, and financial management as it relates to the achievement of Departmental and DoD goals for achieving effective and efficient time definite delivery of personal property in support of military and civilian employees and their families. Knowledge of applicable laws and regulations pertaining to movement of personal property via all modes of transportation. Thorough knowledge DODI 4500.57, Transportation and Traffic Management, DOD 4500.9R, Defense Transportation Regulation Part IV and of Air Force issuances that apply to personal property, transportation payment, logistics automation, financial management and acquisition principles. Knowledge of DOD and US commercial surface and airlift capabilities. Complete understanding of USTRANSCOM contracts and tenders providing commercial air, land and sea movement capabilities. Knowledge of Defense Personal Property Program used to arrange, execute and pay for personal property movement within the DoD. Thorough understanding of Personal Property System information exchanges that support DP3. Understanding of use of DPS to support personal property processing within the DoD. Knowledge of an extensive body of rules and procedures governing the shipment and/or storage of personal property for all military services and the US Coast guard, including household goods, unaccompanied baggage, mobile homes, private owned vehicles, and weapons, as well as liabilities, claims, and protection of personal property. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert/master level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions within which DOD and other federal agencies and industry operate. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and written clearly, concisely, and with technical accuracy. 5. Expert/mastery level knowledge of a wide range of concepts, principles, and practices relating to financial management, training management, deployment management, support agreements, manpower, and management of information systems. 6. Comprehensive knowledge and understanding of organizational structure/functions, Congressional entitlements, Comptroller General decisions, US Code, DoD and Military Service regulations/guidance as related to personal property movement/storage, excess costs, unearned transportation, and IT system related issues/requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
