Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery Knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to LCCE principles, methods practices, techniques, governing LCCE operations, and execution of experience in all facets of integrated LCCE strategies. Expert knowledge of legislative processes and products, terminology, and guidance documents, including the National Defense Authorization Act, Defense Appropriations Act, and other pertinent legislation. Knowledge of relationships with other programs and key administrative support functions within the employing agency and in other agencies. Knowledge and skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals require extensive changes in established procedures, involve substantial agency resources, and may conflict with the desires of the activity studied. In-depth knowledge of the responsibilities and authority granted to the SAF/IE organizations and their interrelationships with the Air Force Secretariat, other Services, and OSD organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of LCCE principles, methods practices, techniques, governing LCCE operation/public lay, policies governing directives/precedents and execution of experience in all facets of integrated LCCE Strategies, plans, programs process, activities, product development. 2. Knowledge of installations issues; strategic basing of weapon systems; encroachment; military construction; housing and housing privatization; design, construction and maintenance and repair of facilities and infrastructure, the acquisition and disposal of real property/real estate, operations of utility systems, environmental cleanup, compliance, and pollution prevention, operational and facility energy, and logistics issues including weapon systems sustainment, life cycle management of weapons systems, and product supp 3. Knowledge of legislative processes and products, terminology, and guidance documents, including the National Defense Authorization Act, Defense Appropriations Act, and other pertinent legislation. 4. Knowledge of the DAF/DOD missions, roles, function organizational structure/relationships and operational planning objectives, the responsibilities and authority granted to the SAF/IE organizations and their interrelationships with the Air Force Secretariat, other Services, and OSD organizations. 5. Knowledge of congressional protocol, procedures, administrative and security requirements inherent in both the legislative process and the Air Force Corporate Structure support of DoD Planning, Programming and Budgeting Execution (PPBE); skill and ability to formulate and coordinate the Air Force positions and policy on legislation, analyzing and coordinating legislative proposals recommended by other military departments, DoD, and Congress; skill and ability to make critical independent decisions, present and influence senior management decisions, as well as support and defend decisions to senior management. 6. Skilled and ability at oral and written techniques to effectively communicate complex programming, budgetary, and legislative concepts clearly, concisely, and tactfully to audiences with widely varying degrees of familiarity with the subject matter, articulate installations, energy and environment program and policy positions to congressional staff members, DoD, and Air Force senior leaders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
