Utilization of the fundamentals of Internet protocol and extensive application of data processing rules and operating procedures. Perform a wide range of information processing, preparing, advising, assisting, and procedural problem-solving duties. OR EDUCATION: Masters degree or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of personal computer equipment, internal computer processes, application and utility programs; a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved; the capabilities and limitations, peripheral equipment, word processing and other standard office automation software; web page maintenance; and DOD and Air Force automated data processing and networking standards, policies, and techniques to provide a substantial range of technical support and assistance to users of personal computers in the unit. 2. In-depth knowledge of agency procedures and regulations covering the review, validation and submission of a wide range of budget, funds management and financial transactions under appropriated funds and reimbursable accounts _to process and extract budgetary data from a variety of forms, documents and reports; and resolve problems such as validating expenditures, justifying out-of-cycle requirements, verifying the accuracy of budgetary data, adjusting discrepancies, and preparing recurring and special reports; and funding limitations and policies to notify others of possible violations of procedural and regulatory requirements. 3. Knowledge of principles, laws, statutes, Executive Orders, regulations, and procedures applicable to a broad range of management programs such as: budget and financial management (i.e., budget formulation, reconciliation, travel expenditures, government purchase cards); personnel issues (i.e., appraisals, classification, recruitment, leave, weight management, etc ... ); manpower issues (i.e., manpower change requests, squadron reorganizations); deployment issues (i.e., coordinating all unit level deployment activities to include receipt of taskings, - preparation of cargo and preparation of Personnel for deployment), and other special programs dealing with budget, financial, computer, deployment, manpower, or personnel, issues sufficient to manage, monitor, and advise senior squadron managers on existing squadron budget, manpower, and personnel programs and issues. 4. Knowledge of a wide range of federal and agency directives governing wartime readiness concepts, principles, practices, procedures, and regulations applicable to readiness planning, training, tracking, reporting, assignment of personnel, and readiness plans to implement the program and develop and recommend policies and procedures for the group. Skill in diagnosing and resolving problems with telecommunications and Local Area Network systems, information systems and equipment to carry out assignments which may not be typical in nature and require adaptation of standard procedures and established practices to ensure a positive outcome. Skill in performing arithmetic computations and ability to prepare and maintain a variety of financial records. 5. Skill in developing, planning, evaluating, monitoring and recommending actions for readiness programs based on current tasking within the Designed Operational Capabilities (DOC} Statement. Ability to gather, assemble, and analyze data to prepare and develop plans and studies, anticipate problems, and resolve or recommend resolution of problems. 6. Ability to communicate effectively both orally and in writing. Ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
