The primary purpose of this position, Fire Protection Engineer, GS-0804-13, is to serve as a Fire Protection Engineer to provide engineering support to minimize fire related injuries and prevent undue loss of life, loss of operations, business related revenue due to fire related damage, limit environmental impacts of fire and act as the command technical consultant.
Job Description
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirement (IOR) for the GS-804, Fire Protection Engineering Series BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GS-0801 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade GS-12, or equivalent in other pay system. Specialized experience is described as the ability to serve as an expert in the full range of fire protection systems concerned with the total design of facilities and their effect on operation and maintenance practices regarding fire protection and detection systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Note: Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of related engineering fields such as electrical, civil, structural and mechanical. Understanding of contracting regulation, practices and procedures. 2. Knowledge of fire protection, life-safety and environmental principles, practices, procedures, laws, regulations and other current issues to make complex technical and professional decisions. 3. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards. 4. Knowledge of environmental principles, practices, procedures, law, regulation and current legislative issues as they related to fire protection systems and materials. 5. Ability to plan, develop, implement and coordinate a complete Fire Protection Program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Information: Physical Demands: Work requires regular and recurring construction or field inspections, investigations, or surveys in which there is a considerable amount of walking, stooping, bending and climbing. Use of both arms, hands, and legs are required. Work Environment: Work is usually performed in an office setting, although there is exposure to field conditions to review/inspect fire protection systems or view buildings under construction. Highly desired to be a registered professional engineer (P.E.) who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES) or a registered PE in a related engineering discipline with a minimum of 5 years' experience, dedicated to fire protection engineering that can be verified with documentation. A professional engineering degree at the bachelor's level from an ABET accredited institution in Fire Protection or a closely related field is highly desirable.
