Job Description

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have at least one (1) year of basic experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of basic experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. OR EDUCATION: Successfully completed Undergraduate Education -- any field of study in an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: Successfully completed some graduate level education and I have some specialized experience described above. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience includes provides guidance in the vehicle justification process involving evaluation of equipment, design, specifications, procurement and testing. Review general and special vehicle maintenance and repair cost data to ensure serviceability and supportability. Develops budget input data for maintenance operations. Analyzes operations and recommends adjustments to resolve vehicle program needs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of rules, regulations and the established methods, procedures and techniques of the Vehicle Control Program to provide guidance in the justification process and assess customer needs. 2. Knowledge of equipment characteristics, uses and limitations to evaluate justifications for equipment, perform research necessary to locate sources of information or equipment and procure, modify or make recommendations. 3. Knowledge of automotive and special purpose vehicles which to serve as technical consultant in the design, specification, procurement and testing of special vehicles. 4. Knowledge of organizations with vehicles assigned. 5. Basic knowledge of general and special purpose vehicles sufficient to perform inspections of serviceability. 6. Ability to monitor general and special purpose vehicle movement and perform accident investigations for government vehicles. 7. Knowledge of IMPAC card procedures and authorizations. Knowledge of budgetary and financial management principles. 8. Ability to communicate effectively both orally and in writing to brief supervisor, committees, and other groups; gather information; and prepare analyses of problems and reports. Work Environment: Work is performed outside and inside. Some exposure to outside temperatures, fumes, dirt and grease when operating motor vehicles and during inspections. Normal safety precautions are adequate. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
