Job Summary
This is a Health System Specialist - Program Analyst in the Veteran Health Administration's Office of Suicide Prevention (OSP). The OSP provides strategic guidance directed toward improving the quality of mental health care for over one and a half million Veterans nation-wide and serves as the primary consultant to the Secretary and the Under Secretary for Health on issues related to preventing suicide and improving Veterans' mental health.
Job Description
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 grade position you must have served 52 weeks at the GS-12 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year of Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates the one-year Time-In-Grade requirement has been met. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-13 QUALIFICATION: You must have one (1) year of specialized experience equivalent to the next lower grade GS-12 that is directly related to the work of this position. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of specialized experience for this position include, but are not limited to: Developing and leading the implementation of database systems and web-based applications to support suicide prevention strategic plans in community and/or healthcare settings; Developing web-based systems for collecting, managing, analyzing, and reporting program data, as well as developing and maintaining program websites, SharePoint, clinical decision support tools, and web-based systems for storing and distributing educational and program guidance tools; Overseeing the design, testing and deployment of user interfaces (UIs) for informatics tools such as SharePoint and Structured Query Language (SQL) server front ends. SELECTIVE PLACEMENT FACTOR (SPF): A Selective Placement Factory (SPF) is a prerequisite for appointment and must be met by every applicant in order to receive further consideration for this position. Evidence of the SPF must be reflected on your resume with complete information where it was obtained. The SPF for this position is as follows: Demonstrated skill in providing data analyses, data reports, and data tracking; Demonstrated skill in developing and leading the implementation of SQL database systems; Demonstrated skill with producing complex analyses of program elements and written reports and initiating program reviews. COMPETENCIES: You will be rated on the following competencies for this position Data Management Database Administration Analytical Thinking Technical Competence PHYSICAL REQUIREMENTS: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
