Job Description
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience leading and executing program/project governance in all phases, including Initiation (i.e. establishment of governance framework); Planning (i.e. defining metrics, risk management, stakeholder engagement); Execution (i.e. communication, reporting); Monitoring and Controlling (i.e. reporting, briefing) and Closing (i.e. assurance, validation). Experience coordinating teams to develop appropriate documentation and plans including (but not limited to) Business Case, Program or Project Management Plans, Stakeholder Management Plans, Risk Management Plans, Communications Plans, Budget and Acquisitions Plans, Planning (schedule) and Governance, and change requests. Experience serving as lead analyst responsible for the evaluation of the effectiveness and efficiency of major project or program operations impacting the delivery, payment, safety and quality of health care rendered to Veterans, their family members and caregivers in the community. Experience developing detailed plans, goals, and objectives for the long-range implementation and administration of the project or program, and/or develops criteria for evaluating the effectiveness of the project or program. Experience utilizing qualitative and/or quantitative methods for the assessment and improvement of both programmatic and project related activities. SELECTIVE PLACEMENT FACTORS: 1. Candidate must have an in-depth knowledge of health-related technologies for business development. This may include VistA, RAD environments such as Visual Studio, web integration services, MUMPS, Fast Healthcare Interoperability Resources (FHIR), OpenAPI 3 specification, containerization technology such as Docker, cloud hosting such as Amazon Web Services and/or Microsoft Azure, Data Architecture principles, and other technology software to rapidly develop health related mobile and web applications for deployment to support clinical processes. 2. Candidate must have an in-depth and demonstrated experience performing analysis in a Corporate Data Warehouse, as well as using Extract-Transform-Load (ETL) utilities, machine learning tools and large datasets to build, validate, and deploy predictive models. 3. Candidate must have an in-depth knowledge and demonstrated experience applying industry standards for metadata and data collection and codification utilizing published terminology systems. This may include knowledge and utilization of Unit of Measure (UOM - unitofmeansure.org), Logical Observation Identifiers Names and Codes (LOINC - loinc.org) , Systematized Nomenclature of Medicine Clinical Terms (SNOMED CT - snomed.org) , International Classification of Diseases (ICD - icd.who.int) or other terminology system to support contextual identification of data allowing consistent use of data in health related mobile and web applications. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: The work is predominantly sedentary and does not require any special physical effort. May require some walking, bending, and light lifting.
