Job Summary
About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers, Office of the Chief of Staff located in the U.S. Government Accountability Office (GAO) building in Washington, DC. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required at GS-11: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: providing administrative management and clerical functions and support to staff; assisting in the planning and executing the operating budget, manpower and resources requirements; providing advice on routine human resource issues and preparing Human Resources (HR) documents for use in recruitment efforts; establishing priorities and performing administrative duties independently; utilizing automated systems to support the organization as initiating, preparing travel orders, vouchers; entering time and attendance, etc.; and managing credit card accounts, card holder monthly statements, commitments, obligations, expenditures for review, creation and processing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 level. Experience required at GS-12: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: providing expert technical interpretation of administrative management and clerical functions, policies, procedures, regulations, manpower, budgetary and resources requirements to support the organization; providing advice on human resource issues and preparing Human Resources (HR) documents for use in recruitment efforts; planning, organizing and prioritizing work/workload to meet suspense, deadlines and organization goals; evaluating the effectiveness of policies and practices for compliance and dissemination to the workforce; developing, managing, maintaining, updating, preparing, initiating and tracking budget, manpower and resource requirements through utilization of automated/web-based system or systems; and serving as government card coordinator to manage credit card accounts, card holder monthly statements, commitments, obligations, expenditures for review, creation, submission and processing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Financial Management Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
