GS-13: Specialized Experience: One year of specialized experience which includes: Implements general administrative procedures and policy. Performs financial management and budgeting functions for the organization. Implements civilian personnel and manpower management policies and procedures. Resolves all administrative problems and short- and long-term business objectives in assigned areas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). GS-12: Specialized Experience: One year of specialized experience which includes: Reviews, interprets, and provides recommendations for the revision of regulatory guidelines, policies, and standard operating procedures pertinent to personnel administration and management operations. Reviews, develops, and coordinates a variety of manpower and personnel type actions. Provides advice and guidance on financial management and budgeting functions for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Financial Management Human Capital Management Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
