This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD to recruit and appoint qualified candidates to positions in the competitive service. Specialized experience is defined as: 1) Interpreting policy, guidance, and processes to execute projects based on risk, constraints, and requirements; 2) Working with numerous, often-conflicting parties using negotiation and facilitation tactics as well as analytical and conflict resolution skills to resolve controversial problems, conditions, or issues; and 3) Leading project delivery teams in managing scope, cost, schedule, risk, procurement strategies, and all other aspects of execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
