Job Summary

This position is located within Commander, Navy Region Southeast (CNRSE), Quality of Life (QOL) Programs, which provides strategic oversight and administrative support for Morale, Welfare and Recreation (MWR), Child and Youth Programs (CYP), Unaccompanied Housing (UH), and Galley operations. The incumbent serves as the Financial Analyst and acts as one of the Region's principal experts on financial data management, analysis, and reporting.

Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Comprehensive knowledge of Department of Defense (DoD), Department of the Navy (DoN), and Commander, Navy Installations Command (CNIC) financial management regulations, policies, and practices related to Appropriated Fund (APF) and Non-Appropriated Fund (NAF) resources. Expertise in Uniform Funding and Management (UFM) policy and execution, including tracking UFM offsets, coordinating with CNIC, and ensuring the proper integration of APF and NAF funding to achieve a balanced financial plan. Advanced proficiency with SAP (Navy ERP), particularly in cost center accounting, general ledger management, journal voucher creation, financial reporting, and extraction of detailed executive summaries for analysis. Extensive knowledge of budgeting principles, multi-year planning, fund execution, cost analysis, breakeven planning, and variance analysis techniques to support operational readiness and long-term fiscal sustainability. Ability to interpret and apply accounting standards, audit requirements, and regulatory guidance to complex operational environments across multiple installations and funding streams. Skilled in the analysis of large financial datasets, development of performance dashboards, and the presentation of financial information in ways that inform decision-making at senior levels. Proficiency in Microsoft Excel, including the use of formulas, pivot tables, and data validation to manage dynamic financial models, reconciliation worksheets, and audit logs. Strong communication skills, both written and oral, to prepare formal briefings, SOPs, reports, and respond to high-level data calls. Ability to explain technical financial matters clearly to non-financial audiences. Problem-solving and critical thinking skills to resolve discrepancies, interpret ambiguous guidance, propose funding strategies, and manage competing financial priorities with minimal supervision. You will receive credit for all qualifying experience, including volunteer and part time experience.
