Job Summary
The office of the Chief Financial Officer (CFO), Budget Execution Division, seeks a Financial Management Analyst (FMA) to perform a variety of duties in the areas of general financial management, budget execution, and fiscal and accounting administrative operations. The FMA participates in the various phases of the Planning, Programming, Budgeting, and Execution (PPBE) process for diverse operating programs.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Documented experience utilizing automated financial management and accounting system data bases. Experience tracking actions such as obligations, reprogramming, allocations, and expenditures. Experience utilizing Federal accounting standards, policies, and requirements and the ability to apply them to work. Experience conducting financial analysis and financial management. Experience reviewing and interpreting financial data. Experience utilizing budget methods and the ability to communicate verbally and in writing. Specifically you will be evaluated on the following competencies: Concepts, Policies, and Principles of Finance: Apply fiscal law, policies, regulations, principles, standards and procedures to financial management activities. Financial Management Analysis: Analyze, evaluate and review budget and program issues and financial data and reports utilizing business tools and applications, cost and analytical methodologies, and performance metrics to provide impacts of financial management solutions for decision-making. Financial Reporting: Prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Communication: Convey message in a clear and concise manner.
