Job Summary
DCSA's Chief Financial Office (CFO) is seeking a Financial Management Analyst (Resource Advisor) in the Budget Execution Branch, with primary responsibility for budget and civilian personnel execution, ensuring adequate funds management, guarding against deficiencies, committing funds, obligating funds through various types of funding or obligating documents, and complying with fiscal law in the administrative control of funds while supplying financial information and authority to DCSA managers.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with Federal budget and accounting principles and objectives; working with the concepts, principles, laws, and regulations of financial administration or budgeting; Gathering data to conduct special studies, analyze data trends, develop projections of program funding requirements, and recommend financial strategies and actions for meeting program objectives; administering policies and procedures for reviewing, approving, tracking and reporting on reimbursable agreements; must have analytical and assessment skills to develop, determine, and resolve fiscal issues within the policy and fiscal environment. Specifically you will be evaluated on the following competencies: Flexibility: Is open to change and new information; adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Financial Reporting: Prepare, review and reconcile financial statements and financial reports to meet reporting requirements and to support management decisions. Decision Support: Conduct financial, economic and/or accounting analysis in order to make decisions, or provide information to decision-makers, to better utilize resources and improve mission effectiveness. Financial Management Analysis: Analyze, evaluate and review budget and program issues, and financial data and reports using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations.
