Job Summary
The incumbent of this position serves in a supervisory role with the responsibility for coordinating all resource needs for organizational activities related to Science & Technology (S&T) Programs. The incumbent provides advisory guidance to all staff in the areas of responsibility within the programs four divisions. Job Description
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time in grade restrictions, specialized experience and/or education, as defined below. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Participating in developing operational budgets. Experience in financial data mining/analysis and utilizing financial management systems. Interpreting, implementing, and providing reliable advice and recommendations to management, personnel, stakeholders, and cooperators regarding administrative regulations, principles, policies, and procedures. Participating in development (i.e., creation, projection or automation) or management of budget related projects. Experience managing projects independently. Experience utilizing financial systems, e.g. FMMI or related SAP applications. Note: There is no education substitution for this grade level. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience executing operational budgets and managing the execution of fiscal finances. Uses various forms of qualitative and quantitative methodology for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Providing written and oral communications to Agency (corporate) and Program (facility/plant) level leadership and stakeholders. Responsibilities managing projects related to budget development, projections or management. Experience implementing process improvements in managing financial data. Developed and managed reports and data templates within financial systems. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
