Job Description
NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as experience within the Brownfields program; experience leading projects; grants management, providing customer service to internal and external customers. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Ability to utilize software programs to assist in data management and analysis, and for summarizing large amounts of information. Knowledge of applicable federal environmental statutes and regulations including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Brownfields, and State Voluntary Cleanup Programs. Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies, and procedures, sufficient to manage a variety of moderate to complex grants, cooperative agreements, and interagency agreements. Knowledge of Federal Acquisition Regulations (FAR), cost control procedures regarding contractual assistance, contract management, and cost accounting record keeping and procedures. Ability to manage multiple complex projects, including the most technically complex or controversial projects, establish goals and assess progress toward their achievement and adjust work operations and program objectives to meet targets. Ability to evaluate and advise on complex site cleanup techniques and technologies. Skill in oral communication. Skill in written communication.
