Job Summary
This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director of Health Systems Support (DAD-HSS), Health Operations Unit (HOU). This is a supervisory position. This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
Job Description
ADDITIONAL DUTIES and RESPONSIBILITIES: Accreditation/Policy Administer and monitor policies and procedures and identified objectives of all programs established by IHSC to include: staffing, training, records management, clinical services, nursing services, mental health services, pharmacy services, dental services, medical records, and administration; quality assurance programs, safety and security standards, public health, environmental control standards. Develop and implement policies and procedures at the local level, to include local operating procedures (LOP), that are coordinated with and supportive of clinical activities. Contributes to policies, and preparing recommendations for executive leadership, for the healthcare delivery system by coordinating with IHSC Office of Policy (IOP). Monitor compliance of all required elements within DHS/ICE/IHSC policies, regulations, and the rules of all associated accrediting bodies (ACA, NCCHC, PBNDS, FDS) by monitoring operations, performing internal assessments, and initiating changes where required. Serves as the primary representative for IHSC for all incident reviews resulting in use of force. Reviews all employee files, to include training, credentialing, health, and personnel, to ensure compliance with IHSC policy and applicable accreditation standards. Ensures all employees receive an in-depth initial orientation and annual refresher training thereafter. Monitoring and Reporting Requirements Monitors and directs all required programs, documentation, reports, and mission related data in accordance with established timelines, policy, and accreditation standards. Monitors incidents, sentinel events and potential litigation situations, providing documentation of corrective actions accordingly, to include developing, evaluating, and adjusting local operating processes and procedures. Ensures all required meetings are held and documented in compliance with established policies and accreditation standards. Monitors and ensures completion of electronic health record (eHR) daily tasks. Evaluates impact of health care delivery through monitoring of current organizational structures, management systems, and administrative functions. Taskings Serves as POC and liaison for facility Taskings. Provides education and training to all local facility entities responding to IHSC Taskings. Directs or re-directs stakeholders (e.g., local ICE/Custody) regarding IHSC Taskings process to ensure appropriate visibility by IHSC executive leadership. Receives and evaluates all facility Taskings to determine appropriate SME. Delegates and monitors timely completion of Tasking. Reviews and evaluates response/supporting documentation for accuracy and completeness. Submits final response and supporting documentation. Manages Tasking timelines and expectations Resource Management Ensures fiscal responsibility through appropriate management of the medical facility budget. Ensures government furnished property and supplies which includes medical equipment and administrative supplies are properly accounted for and in good condition sufficient to meet mission requirements. Oversees the local government purchase program (P-Card) ensuring the proper level of medical equipment and supplies are available and accessible for full clinic operations. Effectively communicates resource, equipment, space, personnel, and funding needs to the proper agency authorities with all required supporting documentation. Maintains continuity of contracted services to ensure daily medical facility operations Serves as liaison with RMU assets to address contracting issues related to services and staffing contracts. Administrative Travel required up to 25% as directed by the Unit Chief of Health Operations. Serves as SME, providing consultation and support to IHSC HQ with time-sensitive data and information requests Providing onsite supervisory assistance/guidance supporting personnel related matters Serving as the liaison between ICE and custody to address concerns impacting the facility from a local, regional or national level. Strategically addresses changes in operational tempo and requirements, communicating with and directing all stakeholders towards compliance. Serves as the primary liaison for all high-level tours requiring visibility of IHSC Medical Conducts all facility tours, including media, Congressional and Senatorial offices, representing IHSC. PHYSICAL DEMANDS: This position is considered hazardous duty in a detention setting. Required to walk unaided at a normal pace for up to 5 minutes and maintain balance. Required to jog/fast walk up to ¼ mile. Requires physical exertion such as lifting objects greater than 30 pounds. Required to perform CPR/emergency care standing or kneeling. Must have the ability to assist sick, injured, or aging detainees or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self). Must be able to see, hear and smell with aids if necessary. Must be able to lift, push, or carry 30 pounds. Must perform the duties of my job in a stressful and often austere environment without physical limitations.
