Job Description

Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position. Permanent Army employees who accept such time-limited appointment opportunities will be expected to sign a statement of understanding to acknowledge the associated impacts to their permanent status. Term Appointment - Position may be filled as a term appointment Not-To-Exceed (NTE) 28 JUNE 2027. Term appointments may be extended beyond six (6) years. With DoD approval, term appointments may be extended beyond eight (8) years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. Additional information about transcripts is in this document. Basic Requirement for Community Planner: A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Developing DD Form 1391 programmatic documentation to facilitate the execution of Military Construction Army (MCA), Unspecified Minor Military Construction (UMMCA), and Repair and Modernization projects for a military installation; 2) Analyzing space utilization data to recommend options for improvement; And 3) Utilization of various graphical software to support the development of site plans and the continuous update of the Real Property Master Plan for an installation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Oral Communication Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
