Job Summary

About the Position: Serves as the Chief, Civilian Personnel Office, for the IMCOM installation - US Army Garrison - Fort McCoy. Serves as the principal advisor, consultant, and subject matter expert (SME), to the Garrison Commander (GC), Deputy to the Garrison Commander (DGC), Directors, subordinate division chiefs, supervisors, and principal staff members on all matters and functions related to Civilian Human Resources and Human Capital Management (HCM) programs.

You will work in a developmental capacity performing assignments and completing training, both of which are aimed at preparing you to gain the knowledge and skills necessary to perform the duties of the full performance level. The candidate placed in this position may be non-competitively promoted to the target grade of GS-13 if he or she has satisfactorily demonstrated the ability to perform at the higher grade level, meets all regulatory such as AR 615-1 and qualification requirements for promotion, has been recommended for promotion by the supervisor and the target position is supported at the time of the promotion. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) implementing programs by analyzing data points and mission requirements; 2) reviewing talent management strategies to create program objectives; 3) analyzing human capital reports to measure trends within an organization AND 4) advising management on the strategic use of human capital initiatives to achieve organizational goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Customer Service Human Capital Management Managing Human Resources Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
