QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: Required extensive work experience in government and or commercial financial management that provided a comprehensive knowledge of the financial and business principles, policies, practices and detailed procedures applicable to hospitality and recreation operations. Extensive knowledge of financial management tools, analyses, and utilization of automated systems. Documented experience must have been equivalent in complexity and difficulty to the next lower grade/level. Knowledge of DOD and Army protocol, administration procedures, and chain of command and staff relationships. Ability to communicate orally and in writing. Comprehensive knowledge and aptitude for automated systems and standard computer software programs, such as Microsoft Office applications, to include spreadsheet, database, word processing, resource management, commercial off the shelf accounting package and electronic communication packages. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. HIGHLY QUALIFYING CRITERIA: Completed, or are in the process of completing, FM certification (Level 1, 2, or 3) Experience in formulating Program Objective Memorandum (POM) requirements and have a working knowledge of POM cycle Working knowledge of cPROBE, cSUSTAIN, SMIRF, SNACS, and FMBS Possess a bachelor's degree in the discipline of Public Management, Accounting, and/or Finance Experience in preparation, collection, and review of budgetary data Working experience in NAF financial programs Ability to comprehend and analyze NAF financial statements Understanding of the substantive nature of Army Family and Morale, Welfare and Recreation (FMWR) operating programs interrelationships and funding channels
