Job Description

Minimum Qualifications: Work Experience that includes: Interpreting and assessing program financial performance using standard financial management systems Interpreting balance sheet and profit and loss statement results. Applying commercial budgeting techniques. Supervisory experience directing technical and professional management operations. Highly Qualifying Criteria: Possess a minimum five years of experience with Army Family and Morale, Welfare and Recreation (MWR) programs. Possess one or more of the following: At least one year of experience as an Army MWR Financial Management Branch supervisor responsible for subordinate staff. At least three years of experience working within an Army MWR Financial Management Branch. At least three years of experience with the IMCOM Headquarters or IMCOM Directorate Financial Management Branch. Possess demonstrated experience administering Army MWR Financial Management programs such as: Overseeing all phases of the non-appropriated fund (NAF) annual operating budget, budget vs actual variance reports, reviewing financial statements, internal controls, Capital Purchase and Minor Construction (CPMC) budget, and NAF Major Construction (NAFMC) program. Using Army MWR management information systems (MIS) such as Financial Management Budgeting System (FMBS), Standard Management Information Reports for Finance (SMIRF), SNACS, government purchase card (GPC), travel, RecTrac, and the Installation Management Employee Tracking System (IMETS). Possess demonstrated competence in Microsoft Office products with an emphasis on Excel, Word, PowerPoint, Power BI, etc. to prepare reports and briefings based on financial performance, program usage, trends, etc. Possess demonstrated competence in Microsoft Power Platform products such as Power BI, Power Automate, and Power Apps to automate workflows, simplify tasks, prepare data visualization, etc. Possess demonstrated ability to work effectively on a team or individually with various levels of management and staff. Qualifications must be clearly verifiable in your resume. Government positions must include pay plan, series, grade, to and from dates, and government agency/department.
