Job Summary
This position is located in the Architect of the Capitol, Office of the Chief Engineer. The selectee supervises professional to technical staff in completing and executing the roles and responsibilities within the Controls Division, including facility documentation, cost estimating, safety programming, project management information systems, schedule management, constructability reviews, project close-out, standards and specifications and other control and project program support activities.

It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service. Specialized experience for this position is defined as having experience that demonstrates all of the following: Providing oversight and direction for construction projects and program controls activities, budgets, resources, and operations, including monitoring planning, design, contracting and fiscal progress; and assessing the financial condition of projects to ensure cost-effective support of programs and policies. Providing administrative and technical leadership or supervision for a variety of professional to technical staff responsible for control and project program support activities (i.e., facility documentation, cost estimating, safety programming, project management information systems, schedule management, constructability reviews, project close-out, standards and specifications). Effectively communicating with Congressional leadership and/or oversight and appropriation committees, Members of Congress, congressional staff, management, staff, external agencies and professional organizations to advance program objectives.
