Job Description
AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. DUTIES: As a STAFF ACCOUNTANT (NGT5139P01), GS-0510-11, you will serve as a Staff Accountant with responsibility for planning, coordinating, and performing comprehensive quality assurance reviews, special studies, and selective internal examinations of base level accounting and financial management programs. Work involves preparing, analyzing, interpreting, presenting, and advising on accounting and financial data. The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The work requires a professional knowledge of accounting theories, principles, and practices. Duties performed are in support of state and Federal ANG operations, training, and readiness missions. Physical Demands: The work is primarily sedentary. No special physical effort or ability is required. Working Environment: Work is performed in an office setting that is adequately lighted, heated, and ventilated. GENERAL EXPERIENCE: Knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately. - Skill in applying procedures and directives by reading and interpreting program material. - Skill in presenting formal training presentations and briefings. - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at the next lower-level grade GS-09 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as demonstrating the ability to conduct accounting business in accordance with directives and policies; serving as the division's primary point of contact for the Management Control Program; developing findings, determining and facilitating required corrective actions; providing formal written reports to the Financial Manager (FM); recommending changes to finance and accounting procedures and practices throughout the state; performing analysis of the overall effectiveness of finance and accounting operations; continually assessing and evaluating the effectiveness of finance and accounting operations; assisting comptroller personnel in establishing and implementing methods or procedures to detect, prevent and resolve operational deficiencies; . reviewing and analyzing a wide variety of reports; advising the FM of actions required or recommended. NOTE: Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
