Job Description
All qualifications must be met by the closing date of this announcement-11/29/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) assisting in the administration of a commercial services program (concessions, commercial use authorizations, leases); (2) serving on evaluation panels for new concessions contracts or leases; (3) understanding appropriate fee expenditure requirements; and (4) communicating information to internal and external stakeholders about program processes and requirements. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree, with a major study in a field such as business administration, finance, accounting, contracting, or other closely related subjects related to the work of this position, which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Eighteen semester hours or 27 quarter hours or the number of credit hours the school attended has determined to represent 1 year of full-time study is considered to be equal to 1 full year of graduate education.) You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Note: Only graduate education in excess of the first year (18 semester hours) is creditable toward meeting the experience requirement when combining experience and education. You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) assisting in developing requests for proposals for hospitality and/or food service operations; (2) advising stakeholders on how to comply with applicable regulations and policies; (3) providing financial technical assistance for commercial service operations; and (4) assisting project managers with their duties to develop concessions contracts. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree with a major study in a field such as business administration, finance, accounting, contracting, or other closely related subjects related to the work of this position, which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. Note: Only graduate education in excess of the second year (36 semester hours) is creditable toward meeting the experience requirement when combining experience and education. You must include transcripts. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) developing requests for proposals for hospitality and/or food service operations; (2) reviewing commercial service contracts for accuracy; (3) providing technical assistance for the commercial service operations; and (4) performing strategic planning related to commercial services development. You must include hours per week worked. There is no substitution of education for experience at the GS-12 grade level of this announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
