Job Summary
You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT) in the Marine Employment Branch (N11B2), of the Recruitment/Staffing & CIVMAR Processing Division (N11B), in the Total Force Management (N1), of the Military Sealift Command (MSC) located at Naval Station Norfolk, VA of MILITARY SEALIFT COMMAND.
Job Description
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing Human Resources theories, concepts, practices, laws, policies, rules, regulations, precedents and procedures to perform a variety of recruitment and staffing assignments. Experience determining most efficient means to identify a sufficient pool of job candidates to fill vacancies and meet personnel goals of customer organizations. Experience performing internal and/or external recruitment methods and procedures such as analyzing recruitment sources, utilizing human resources information systems, and providing advice and assistance in resolution to issues in recruiting and retaining a quality workforce. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing, creating and maintaining job analysis, crediting plans and registers based on job descriptions. Experience determining knowledge, skills and abilities (KSAs) relating to commercial and military experience, qualifications, training, and Coast Guard license/endorsements required for positions. Experience assisting in preparing, scheduling, and conducting all Evaluation Board, and providing training, advice, and assistance to members of the board on pertinent regulations and policies. Experience planning and implementing continuing human resources services and/or programs in areas of specialty and developing plans, procedures, and operating methods for assignments.
