EXPERIENCE: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Creditable specialized experience must demonstrate the following: Experience providing expertise in the techniques, principles, and theories pertaining to providing security and protection for IT resources to provide authoritative technical leadership and guidance. Experience with related disciplines within the hardware and software areas, such as system analysis and applications programming, systems programming, data communications software/equipment, etc. to provide authoritative IT Security guidance. Experience applying methods for evaluating, implementing, and disseminating training and Cybersecurity Workforce Program directives, regulations, and operating procedures. Experience with the selection, acquisition, and effective utilization of state-of-the-art hardware, software, facilities, and related resources required to accomplish command mission and objectives and provide the effective utilization of resources. Experience with the Navy Marine Corp Intranet (NMCI) initiative including specific plans and actions relating to the implementation of NMCI. Experience performing supervisory duties such as assigning and prioritizing work; providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Special Requirements This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work roles of Program Manager, proficiency level Intermediate; Cyber Workforce Developer and Manager, proficiency level Intermediate; and Systems Requirements Planner, proficiency level Intermediate. As a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023, and supporting Department of Navy policies. This designation requires the incumbent to: 1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF role of Program Manager, proficiency level Intermediate; Cyber Workforce Developer and Manager, proficiency level Intermediate; and Systems Requirements Planner, proficiency level Intermediate. For more information, please review DoDM 8140.03 and supporting DON policies. 2. Participate in continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements. 3. Acknowledge responsibilities in writing via command designation letter. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.
