Job Summary

You will serve as a Financial Management Analyst in the Budget Formulation Branch of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Job Description

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Serving as the final approval authority on all financial transactions used to commit and obligate funds. 2. Analyzing and approving justifications for upward obligations to ensure fiscal law intent. 3. Maintaining signature authority in accordance with certifying official legislation. 4. Serving as a financial management analyst to the organization's business and support lines, providing in-depth analysis of budgeted execution to actuals. 5. Reviewing and analyzing financial costs to ensure transactions are accurate and recorded in a timely manner in the supporting financial system(s), ensuring all measures are taken to avoid a potential violation of the Anti-Deficiency Act. 6. Communicating with internal and external customers to resolve complex funding issues. Analysis of these issues may require knowledge of contracting and program related requirements. 7. Researching, analyzing and validating data calls and higher-level reviews in support of Financial Improvement and Audit Readiness (FIAR). 8. Reconciling disbursements made from the entitlement system. 9. Developing standard operating procedures and desk guides using various applications.
