Job Summary
This position is located in the Joint Force Headquarters (State), J-3 Directorate in Austin, TX. The purpose of this position is to plan, administer, synchronize, resource, and manage the state's overall training programs to meet Army strategic requirements to defend the homeland, deter forward, swiftly defeat the efforts and win decisively, and support the worldwide Global War on Terrorism. Texas is one of 9 states with NO state income tax.
Job Description
To qualify at the GS-12 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Specialized Experience Required At least 1-year specialized experience equivalent to at least the next lower grade (GS-11) with Knowledge of Army National Guard force structure and missions to prioritize resources, identify training requirements and direct modifications to plans to ensure that Army training readiness is achieved so units are ready for deployments supporting the Global War on Terrorism. Knowledge of procedures to manage unit organizational change to ensure those annual changes to unit's MTOE are supported with unit and individual training. Knowledge of personnel management principles and regulations dealing with military technicians, Active Guard and Reserve soldiers, and state employees. This knowledge is used for both internal personnel management and to ensure that military training is planned and documented to support soldier development. Knowledge of Army computer applications to program, request, schedule and conduct individual qualification and professional development training to maximize individual readiness. AND Knowledge of Army training management principles to provide advice to senior level management, conduct inspections and evaluations and to ensure that unit training is planned, resourced, and conducted to standard. Knowledge of operations of an Army staff to ensure coordination is accomplished with higher, lower and adjacent staff. Knowledge of various federal, state, and local regulations dealing with training on federal, state-, or privately-owned land to ensure units are in compliance with all applicable regulations. Knowledge of overseas mission support regulations and applicable status of force agreements to conduct training outside of the Continental United States. Knowledge of Joint Training Requirements and skill in coordinating joint training programs with Active Components and/or Joint Forces (i.e. Active Army or Air National Guard) to facilitate mission readiness for units within the state. Knowledge of Army Safety programs and risk analysis processes to ensure soldiers are not injured during training in order to support wartime requirements. Technical knowledge of various computer applications to facilitate resourcing and managing of training. Knowledge of various DoD, Department of Army, Defense Accounting System, and NGB resource management and budget requirement processes in order to prioritize resources, execute annual funding requirements, and reallocate unused resources/funding. AND Knowledge of National Guard competitive events program to ensure compliance with regulatory requirements and support of readiness objectives. -Knowledge of Distributed Training Technology Program to provide additional opportunities to increase personnel readiness.
