Job Description

To qualify at the GS-09 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level comparable in difficulty and complexity to perform the duties of a Realty Specialist. Qualifying specialized experience includes: utilizing a variety of computer and software applications to prepare reports or maintain data; communicating technical and non-technical information to a diverse audience; working in a team environment; and providing answers and expert advice to the public on realty program inquiries. OR Education: To qualify based on education you must have a Master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree or LL.B. or J.D. in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 18 semester hours may be combined with experience. To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level comparable in difficulty and complexity to perform the duties of a Realty Specialist. Qualifying specialized experience includes: preparing or processing National Environmental Policy Act (NEPA) documents; calculating realty and lands cost recovery, rental and monitoring fees or bonds; researching or analyzing public lands realty case work such as rights-of-way, temporary use permits, exchanges, public sales, recreation or public purposes leases/patents, airport leases/patents, land classification, withdrawal, State selections or trespasses; and interpreting legal land descriptions or ownership status from various map and records sources. OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree or LL.M. in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
