Job Description
OPEN AREAS OF CONSIDERATION: AREA 1, 2 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Army National Guard Military Grades: PVT/E1 through SSG/E6 Work involves working in one or more workstations of a fuel distribution system, or operating a complete system, to receive, store, transfer and issue petroleum and other products such as liquid oxygen, liquid nitrogen, and anhydrous ammonia. Minimum Requirements: Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position. Specialized Experience- 12 Months Experience or training providing knowledge of the equipment (e.g., tanks, manifolds, valves, filter/separators, pumps, etc.) and procedures for constructing bladder tank farms sufficient to provide technical guidance to and inspect the work of others. Knowledge of fuels, fuel distribution, regulations, and procedures, and the operation of fuel distribution systems sufficient to perform a variety of functions associated with the operation of a system, including general maintenance. Ability to apply knowledge of more complex steps and processes to convert fuel measurements from volume received at tank temperature to the equivalent volume at the standard temperature set by the American Petroleum Institute. Length of time is not of itself qualifying. Candidates' experience should be evaluated based on duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. Your qualifications will be evaluated on the following knowledge, skills, abilities and other characteristics: --Skill in operating a complex workstation or portion of a large fuel distribution system and/or other portions of the system in order to coordinate work with the work of others. Skill to manipulate numerous controls to properly regulate the flow of the liquids in a safe and efficient manner. --Skill in operating various types of pumps used to load, unload, and transfer fuel oils, gasoline, and jet fuels through pipelines and hoses to and from tank farms, fueling pits, ships, aircraft, tankers, railroad tank cars, and tank trucks. Ability to work from loading and pipeline transfer schedules and from instructions received from a supervisor or a system operator. --Skill to unload, load, transfer, or store fuel supplies by operating compressed air, electric, diesel, gasoline or steam pumps, and accessory equipment. Ability to make adjustments to maintain adequate pressure, and start or stop pumps in accordance with tank gauge readings, warning horns, signal lights, and operating needs and instructions. Skill to set pipeline and tank valves and manifolds. Ability to maintain records of fuel transfers, load and unload tank cars, pump ballast from oil tankers, and remove water and sediment from storage tanks and other facilities. --Skill in gauging tanks using plumb bob and scale, before, during, and at the end of fuel operation to determine the net volume received or issued. Ability to observe rates of flow from dial gauge readings and check stray water content of tanks using special paste on measuring tapes. Ability to take temperature readings of liquid fuels at various levels in tanks, compute mean temperature, and from a table, convert volume at tank temperature to an equivalent volume at standard temperature. Ability to keep records such as gauge and scale readings and volume transferred, and they take samples of fuels for laboratory analysis. --Ability to patrol pipelines and tank farm areas, examine facilities and equipment, report the need for repairs, and perform general maintenance work, such as flushing tanks, cleaning nozzle strainers, pit box strainers, truck loading stand strainers, fill line strainers, and water line strainers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
