About the Position: Serves as the District's Procurement Analyst and technical authority for assuring that the District complies with Federal, Department of Defense (DoD), Department of Army, US Army Corps of Engineers, and Directorate of Contracting and PARC procurement policies, regulations, and directives, both prior to and subsequent to award of contract and modifications. Incumbent reviews management decisions affecting implementation and changes in policies, procedures, and methodology.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for GS-13 A bachelor's degree (or higher degree) from an accredited educational institution that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Note: You must attach a copy of your transcripts.) AND Have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: AND Specialized Experience for the GS-13: One year of specialized experience which includes: 1) Provides direction in Acquisition Guidance; 2) Responsible for reporting and Compliance Requirements.; and 3) Analyzes Costs and Price Analysis for procurement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Contract Performance Management Contracting/Procurement Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
